Can a barrister be a solicitor?

I live in northern Ireland I recently watched a magistrate court and there was a solicitor questioning a police man, but then I asked him how he became a solicitor and he said he was a barrister, also where he works he says it's a solicitors outside, and he was in a magistrate court, so can a barrister be a solicitor ????
