Who contacts who during rush?

Im rushing for the summer (informal rush) and I signed up for the rush list my university has but I've been contacted only by the "lower-end" fraternities and have been rushing those but would like to rush others as well. Do the rush chairs strictly make the first contact or is it fine if you give them a call (I am under the impression thats "acceptable" but looked down upon)?
