Wedding announcements: is this in bad taste?

My family just got a wedding announcement from a cousin of mine who listed a gift registry website on the card. According to my cousin's mom, she sent announcements to everyone but invitations only to a select few. My mom commented on how rude it was to essentially hint towards wedding gifts but not invite people to the wedding. Is my cousin's announcement with a gift registry and lack of invitation acceptable?
